When you gain a fief, chances are high it's a different culture from you. Marry your brother to a female of that foreign culture. Place his wife as governor and drop him in her fife as an ambassador. They will make babies of the mother's culture. When babies mature you have governors of all foreign fiefs of mother's culture.
In 1.5.3, many Throwing Perks aren't working. However, in 1.5.4 (Beta Patch), may of the Perks for all Skills have been implemented, with some being rewritten.
