Go to a shop and switch out the transmission to one with a retarder in it. (It'll tell you next to the number of gears it has) Read a Volvo FH (classic) manual recently. Standard setting is that the retarder only activates 7kph beyond the set engine cruise control speed, and switches of at +3 or 4kph over set speed again. So you will always go at least 3-7kph over set speed on steep downhill. Newer trucks have a separated downhill/braking cruise control that is usually The retarder in the Scania trucks have five levels, of which four are "on" at different power. You need to turn it all the way down to turn it off. The easiest way to permanently disable the retarder would of course be to downgrade to the cheaper gearbox, as it does not have a retarder. #13.
